Overview

Cone & Graham, Inc. successfully completed the replacement of the Rocky Creek pedestrian bridge along the Upper Tampa Bay Trail in Citrus Park, Florida. Originally constructed in 1913 as part of the Tarpon Junction railroad spur, the historic timber structure had served the community for over a century before being deemed unsafe during a routine inspection in early 2024 by Hillsborough County engineers. The unexpected closure of the bridge accelerated its planned replacement, which was completed in mid-2025.

The new bridge spans 126 feet in length and consists of two 63-foot spans with a reinforced concrete deck, designed to improve long-term structural performance. It matches the existing 12-foot trail width, meets ADA accessibility standards, and is capable of supporting emergency vehicle access. Additional safety features include 48-inch pedestrian and bicycle railings, concrete traffic barriers, and improved trail approach tie-ins to ensure a seamless connection with the existing path.

Delivered as part of Hillsborough County’s Community Investment Tax-funded Bridge Improvements Program, the project included demolition of the existing structure, permitting, and full construction of the replacement bridge. Cone & Graham, Inc. also made grade and drainage modifications at both approaches to comply with ADA requirements and extend the service life of the trail corridor.

The successful completion of the Rocky Creek Bridge project restores full access to a critical segment of the Upper Tampa Bay Trail, enhancing safety, accessibility, and connectivity for pedestrians, cyclists, and emergency services.
